The partnership between Senator Henry M. “Scoop” Jackson and Forrest Gerard launched the most productive period in the history of federal legislation dealing with American Indians and Alaska Native affairs.
Scoop’s legacy is already well known and etched in the nation’s memory. He was a champion of America’s international face as well as one of the architects of the country’s environmental policies. As chairman of the Senate’s Interior Committee, Jackson could have claimed authorship for every Indian bill that sailed through Congress. Rarely is a senator’s staff member credited for his boss’s legislation. But this story would be inaccurate without Forrest Gerard’s contributions. He was the first American Indian to design, write, shepherd and do what ever was required to move American Indian legislation through Congress. The Jackson-Gerard string of legislative hits remains unmatched: The Indian Financing Act, the Indian Self-Determination Act, the Indian Health Care Improvement Act.
