Intha fisherman are famous in Myanmar for their special leg rowing on Inle Lake. This man here is using a fish trap, and happily balancing on one leg at the tip of his boat.

Local fishermen are known for practicing a distinctive rowing style which involves standing at the stern on one leg and wrapping the other leg around the oar. This unique style evolved for the reason that the lake is covered by reeds and floating plants making it difficult to see above them while sitting. Standing provides the rower with a view beyond the reeds. However, the leg rowing style is only practiced by the men.

Pilots Split on Simulators

PARIS—United Continental Holdings Inc. wants to use less-expensive and less-realistic flight simulators than most big international airlines for essential, recurrent pilot-training tasks, prompting criticism from outside safety groups and many of its own cockpit crews.

With pilot-training issues on the minds of many of the industry leaders gathered here for the Paris Air Show this week, the company's strategy could have broader safety implications for airlines around the world, according to some safety experts.

By pitting pilot-union leaders at the company's Continental Airlines unit—who are comfortable with the less-expensive, 10-year-old regime—against counterparts at United Airlines, who strongly oppose it, the behind-the-scenes debate also shows the technical and personnel challenges of fully integrating operations of the combined company.

The disagreement within United Continental revolves around using fixed-base simulators—which don't mimic the movements of planes in flight—rather than full-motion devices to conduct certain types of mandatory, recurrent pilot training.

A decade ago, Continental received Federal Aviation Administration regulatory approval to use such devices, costing roughly one-third less than full-motion simulators, during the last phase of periodic proficiency checks for pilots flying its Boeing Co. 777 fleet. Continental was moving to expand the practice to its Boeing 737 pilots before last year's merger agreement with United shifted the combined airlines' focus to integrating all FAA paperwork.

Continental believes its novel approach is superior to traditional practice by stressing human factors and cockpit interaction and thereby enhancing safety. But the position, according to some safety experts, appears to run counter to at least some of the latest guidance coming from parts of the FAA and international standard-setting groups such as the International Civil Aviation Organization, an arm of the United Nations.

"We should be aiming for the greatest possible realism to teach crews how to use both mental skills and motor skills to most effectively deal with emergencies," according to Mark Rosenker, a former member of the U.S. National Transportation Safety Board. The NTSB continues to champion full-motion simulators for recurrent training. Except for cost considerations, Mr. Rosenker said, "why would anyone opt for anything less?"

Bryan Burks, a pilot for Alaska Airlines Group Inc. and a participant in various U.S. and international study groups looking into training, also questioned Continental's stance. "For a flight exam that goes beyond just checking procedures," he said, "there is broad consensus that simulator motion is essential."

Capt. Wendy Morse, chairman of the Air Line Pilots Association branch at United, said the disparity between recurrent Boeing 777 training for Continental and United pilots "absolutely" will be an internal hot issue as the two carriers prepare to bring their operations into harmony. "When it comes to safety, let's go the more conservative route," she said recently. "When the simulator doesn't move, we feel strongly you don't get the quality [of] training."

Depending on the outcome of United's training-integration efforts, the airline could set the stage for other carriers to follow suit. Smaller, financially-strained airlines—including some in developing countries and certain U.S. commuter carriers—may try to jump on the cost-saving trend, safety experts said.

That would undercut the general tendency of commercial-jet manufacturers and global pilot-training companies to prod fast-growing carriers to embrace full-motion simulators with the greatest possible realism.

"All of our training programs meet and exceed FAA requirements," said a United spokeswoman. "We continuously review and implement best practices" to ensure optimal training methods to give pilots "a complete and thorough experience."

An FAA spokeswoman said Continental relies on "an innovative approach" for using so-called fixed-base simulators to assess the ability of pilots "to work together to assess and handle unusual, complex situations."

Now, leaders of the merged company's training department are pushing to expand that training model across the entire fleet.

Continental pilots still must periodically demonstrate mastery of certain flying skills in full-motion simulators. But for their final simulator test—replicating various problems or emergencies encountered on what is supposed to be an actual flight—aircraft motion isn't a factor.

Training managers at other carriers, by contrast, contend it is short-sighted and even potentially dangerous to validate pilot skills and decision-making without the benefit of the most realistic aircraft motion. Full-motion simulators are designed to help pilots better understand and cope with engine failures, aircraft upsets, impending stalls, windy landing conditions and many other types of emergencies.

John Allen, a senior FAA official who helped devise the principles allowing Continental to specifically tailor training to its operations, declined to comment.

Continental convinced the FAA by showing that pilots who successfully go through its training program are just as proficient as those who use full-motion simulators. In addition, every Continental pilot must pass a random check of cockpit proficiency at least every two years.

Perenco's Brazil IPO Faces Tough Sell

RIO DE JANEIRO—The Brazilian unit of French oil and natural gas company Perenco faces a tough sell as it seeks to raise up to $511 million from an initial public offering on the São Paulo stock exchange.

The financial problems facing several European nations and fears of sluggish global economic growth have made investors wary of stocks, and they are shunning emerging-market assets in particular, as they seek relatively safe assets on heightened expectations of a disorderly Greek debt default.

"The moment doesn't appear to be ideal," João Pedro Brugger, who manages $100 million in debt and equities for the Leme Investment Fund, said about Perenco's plans. "The market is very volatile and aversion to risk is growing." He said he will likely pass on the IPO.

Perenco last week announced it is offering 408,568 common shares in Perenco Petróleo e Gás do Brasil Participações SA between 1,550 Brazilian reais and 2,000 reais ($931.50 and $1,242.00) a share. That would raise between 633 million reais and 817 million reais for the company, which is targeting a July 5 stock-market debut. It will use the cash to fund further exploration in the five offshore Espirito Santos Basin blocks that it operates in partnership with OGX Petróleo e Gás Participações SA.

Perenco's deal will also likely determine the success of another IPO, planned by PetroRecôncavo for later this year. PetroReconcavo was created in 1999 and produces oil and natural gas from onshore fields in the northern Brazil state of Bahia.

But unlike PetroRecôncavo, Perenco doesn't yet produce oil or natural gas. That means investors are betting on a future payoff should Perenco´s exploration turn up commercial volumes of offshore oil.

Perenco is reminiscent of Karoon Gas Australia Ltd., which sought to go public in November. Karoon also is considered a pure exploration play because it doesn´t yet have any production assets in Brazil. Karoon owns rights to five blocks offshore Brazil, as well as a 20% stake in two offshore blocks operated by Brazilian state-run oil company Petroleo Brasileiro, or Petrobras.

Karoon canceled plans to raise about $773 million from the IPO of its Brazilian unit, citing a downturn in interest in the Brazilian oil and gas market..

This year started off brighter, with many expecting a banner year for stock issues. The market soured, however, on social and political upheavals in North Africa and the Mideast, while the earthquake and tsunami in Japan sidelined a key contingent of foreign investors. Brazil's Ibovespa stock index has skidded nearly 13% this year.

Some companies have pressed on with share offerings, but they had to sell shares for less than they had expected. In March, QGEP Participações SA, the oil and natural-gas arm of local engineering and construction firm Queiroz Galvao, raised 1.5 billion reais in an IPO. Despite already producing natural gas from the offshore Manati field, the company was forced to sell shares at 19 reais, below the original estimate of 23 reais to 29 reais.

The recent struggles by smaller oil sector players are a long way from the halcyon days of 2008, when billionaire Brazilian businessman Eike Batista's OGX Petróleo e Gás Participações SA raised a then-record 6.7 billion reais before it had produced a barrel of oil. Just last year, Petróleo Brasileiro SA launched the world's largest-ever share sale with its $70 billion follow-on offer.

Investors buying shares in oil and natural gas explorers, especially those that have yet to drill any wells, assume a great deal of risk. But that can pay off handsomely should the company find commercial volumes of oil and see them through to production.

Leme's Mr. Brugger said Perenco has a good chance of success with its IPO if it targets deep-pocketed institutional investors looking for a cheap entry into Brazil's offshore oil frontier, he said.

Perenco's five blocks could hold 645 million barrels of oil, according to preliminary estimates made by DeGolyer & MacNaughton, a consulting firm. The company may also seek to buy up more blocks, with Brazil preparing to offer fresh concessions later this year.

Nokia—which warned several weeks ago that it might not book a profit in its core cellphone business this quarter in a market increasingly dominated by Apple's iPhone and smartphones using Google Inc.'s Android software—said it expects the deal to boost second-quarter earnings.

Nokia declined to provide specific financial terms of the settlement. Swedbank AB analyst Jari Honko estimated Apple's one-time payment to Nokia could be around €500 million, or about $720 million. "Investors should be expecting quite a significant impact," Mr. Honko said. "We are talking about hundreds of millions."

Apple, meanwhile, also claimed victory, saying the licensing agreements exclude many of the features that "make the iPhone unique." The company declined to comment on financial terms.

The dispute is one strand in a tangle of patent fights in the fiercely competitive and fast-moving smartphone industry. Companies are increasingly relying on patent litigation to slow the progress of their competitors and capture their share of surging smartphone sales.

The Nokia-Apple dispute dates back to 2009 when Nokia first demanded royalties after claiming in a U.S. federal court that Apple's iPhone had violated 10 patents, following up shortly after with additional claims against the iPad.

Apple countersued, and in March Nokia filed its second complaint with the U.S. International Trade Commission saying that Apple had infringed Nokia patents "in virtually all of its products."

That most recent complaint meant Nokia had 46 patents in suit against Apple. In addition to the two ITC complaints, Nokia had filed cases on the same patents in the U.K., the Netherlands and Germany.

The Nokia patents in question cover a range of handset technologies and features such as touch scrolling and display illumination, Nokia spokesman Mark Durrant said, adding that the company has spent €43 billion in research and development over the past few decades to build its broad patent portfolio.

"We're glad to put this behind us and get back to focusing on our respective businesses," Apple Europe spokesman Alan Hely said.

Apple, for example, is also embroiled in legal battles with companies such as HTC Corp., Motorola Mobility Holdings Inc. and Samsung Electronics Corp. over products such as smartphones and software.

The smartphone market is expected to expand 49% in 2011 to more than 450 million units, growing more than four times as fast as the overall mobile-phone market, according to market researcher IDC.

Swedbank's Mr. Honko said Nokia's vast patent portfolio gives the company a powerful tool with which to seek fees from other handset makers, something Nokia Chief Executive Stephen Elop earlier this year said the company would do more aggressively.

The patent agreement could also have major implications for Google's Android operating system and the manufacturers using it because Android and Apple's mobile software are similar, meaning Android may also be using many of the same technologies in question, said Florian Müller, an intellectual-property consultant in Starnberg, Germany.

Most of the time, the handset maker is the defendant in such cases, he added.

A Google spokesman declined to comment.

The settlement israre good news for Nokia, after the company conceded last month that it is struggling in key markets to compete against smartphones using Android and its core handset unit might not book a profit in the second quarter.

The profit warning sunk the company's American depositary shares by 14% on May 31. The news was followed by a succession of credit ratings downgrades.

Nokia in February reached a partnership with Microsoft Corp. to use its Windows Phone software and is expected to launch its first smartphone based on that platform in the fourth quarter.

Nokia's American depositary shares rose 2.5%, or 15 cents, at $6.26 in 4.p.m. trading on the New York Stock Exchange Tuesday. Apple shares gained 1.8% to $332.44 on the Nasdaq.

Apple countersued, and in March Nokia filed its second complaint with the U.S. International Trade Commission saying that Apple had infringed Nokia patents "in virtually all of its products."

That most recent complaint meant Nokia had 46 patents in suit against Apple. In addition to the two ITC complaints, Nokia had filed cases on the same patents in the U.K., the Netherlands and Germany.

The Nokia patents in question cover a range of handset technologies and features such as touch scrolling and display illumination, Nokia spokesman Mark Durrant said, adding that the company has spent €43 billion in research and development over the past few decades to build its broad patent portfolio.

"We're glad to put this behind us and get back to focusing on our respective businesses," Apple Europe spokesman Alan Hely said.

Apple, for example, is also embroiled in legal battles with companies such as HTC Corp., Motorola Mobility Holdings Inc. and Samsung Electronics Corp. over products such as smartphones and software.

The smartphone market is expected to expand 49% in 2011 to more than 450 million units, growing more than four times as fast as the overall mobile-phone market, according to market researcher IDC.

Swedbank's Mr. Honko said Nokia's vast patent portfolio gives the company a powerful tool with which to seek fees from other handset makers, something Nokia Chief Executive Stephen Elop earlier this year said the company would do more aggressively.

The patent agreement could also have major implications for Google's Android operating system and the manufacturers using it because Android and Apple's mobile software are similar, meaning Android may also be using many of the same technologies in question, said Florian Müller, an intellectual-property consultant in Starnberg, Germany.

Most of the time, the handset maker is the defendant in such cases, he added.

A Google spokesman declined to comment.

The settlement israre good news for Nokia, after the company conceded last month that it is struggling in key markets to compete against smartphones using Android and its core handset unit might not book a profit in the second quarter.

The profit warning sunk the company's American depositary shares by 14% on May 31. The news was followed by a succession of credit ratings downgrades.

Nokia in February reached a partnership with Microsoft Corp. to use its Windows Phone software and is expected to launch its first smartphone based on that platform in the fourth quarter.

Nokia's American depositary shares rose 2.5%, or 15 cents, at $6.26 in 4.p.m. trading on the New York Stock Exchange Tuesday. Apple shares gained 1.8% to $332.44 on the Nasdaq.

Mr. Diamond, a professor at the Massachusetts Institute of Technology, made the announcement in an opinion-page article in Monday's editions of the New York Times. He declined to comment. In the article, be blasted Republicans for calling him unqualified for the job.

"We should all worry about how distorted the confirmation process has become, and how little understanding of monetary policy there is among some of those responsible for its congressional oversight," Mr. Diamond wrote.

White House Press Secretary Jay Carney said Mr. Diamond would have brought extraordinary expertise to the Federal Reserve. "We are deeply disappointed that this candidate, who had initially seen bipartisan support, fell victim to partisan obstructionism at this important time for our economic recovery," Mr. Carney said in a statement.

Mr. Diamond's announcement was welcomed by his chief Republican critic, Sen. Richard Shelby (R., Ala.), who urged the White House to nominate a candidate "capable of garnering bipartisan support in the Senate."

"It would be my hope that the president will not seek to pack the Fed with those who will use the institution to finance his profligate spending and agenda," said Mr. Shelby, the top Republican on the Senate Banking Committee.

Some Republicans remained furious that their own candidates for Fed jobs were held up by Democrats during the Bush administration.

As the 2012 election campaign approaches, it could become even harder to fill a slew of open financial-regulatory jobs.

About a dozen senior positions spread across multiple agencies and departments lack permanent occupants. Among them are the post of insurance expert at the Financial Stability Oversight Council, director of a new Office of Financial Research and a leader for the new Consumer Financial Protection Bureau—three entities created by the Dodd-Frank financial regulatory overhaul.

The Office of the Comptroller of the Currency and the Federal Housing Finance Agency, which regulates Fannie Mae and Freddie Mac, are both led by acting directors. And the administration hasn't named a successor for Sheila Bair, chairman of the Federal Deposit Insurance Corp., who will step down July 8.

The grueling confirmation process could make it harder for the White House to find new candidates. Mr. Diamond was picked by Mr. Obama in April 2010. Six months later, he won a Nobel Prize in economics for his research on labor markets.

Mr. Diamond, 71 years old, ran up against GOP resistance in the Senate, where lawmakers fielded a range of arguments against him, including the argument that he lacked monetary-policy experience.

Mr. Diamond shot back Monday that understanding the labor market is a central part of managing monetary policy.

The failure of Mr. Diamond's nomination leaves the Fed's board of governors two short of its full complement of seven members.
